Title:
Regional Housing Need Assessment (2007-2014) - Housing Element Sites
Geospatial_Data_Presentation_Form: vector digital data

Description:
Abstract:
Following the adoption of the Regional Housing Need Assessment (RHNA), each jurisdiction is required to update their housing element to identify sites adequate to produce the number of units allocated to them. This feature set contains 21,226 parcels the Association of Bay Area Governments (ABAG) was able to match from the total list of 22,086 parcels the region's jurisdictions identified to contain their RHNA housing allocations.

The parcel list was compiled from the housing opportunity sites inventories prepared by each of the Bay Area's 101 cities and nine counties as part of their 2007-2014 housing elements.

If the jurisdiction included information other than location for the parcel (zoning, general plan, affordability by category, number of units by category, etc.) it is included in the attribute table.

This feature set was revised in July 2016 after updating parcel feature sets to 2015. After adding 123 parcels to the original set, the number of parcels in the feature set now represents 96% of the total identified for the region. City and county housing element sites matched, by county, are: Alameda County - 2,572 of 2,616 (98%), Contra Costa County - 3,837 of 3,866 (99%), Marin County - 596 of 610 (98%), Napa County - 675 of 681 (99%), San Francisco - 4,595 of 5,185 (89%), San Mateo County - 4,381 of 4,430 (99%), Santa Clara County - 2,212 of 2,245 (99%), Solano County - 577 of 597 (97%), and Sonoma County - 1,781 of 1,856 (96%).

Please note:
- Although jurisdictions have identified these sites as potential locations for the development of new housing, it does not mean that development is either imminent or will ever occur at these locations. In addition, all projects proposed for these sites are subject to the full notification and review process followed by the jurisdiction where they are located.

- The information in the attribute table was filled in to the extent that it was provided by the jurisdiction.

- Field and attribute definitions can be found in the Entity and Attribute Information section of this metadata.

Purpose:
This feature set represents the housing element sites identified by local jurisdictions to accomodate housing allocated to them as part of the 2007-2014 Regional Housing Need Assessment process. They have been gathered by the Association of Bay Area Governments for use in its housing planning efforts.

Attribute_Label: num_vl
Attribute_Definition:
Number of housing units affordable to very-low income households (making between 0%-50% of Area Median Income) the jurisdiction designated for the site.

Since the allocation of extremely-low income housing units is not part of the Regional Housing Need Assessment process, units identified for this affordability level are included in the very low income category.

Where the number of expected units could go to two or more income categories (i.e. 14 VL/L/M), the number is evenly divided between the categories that are included in the total. Since fractions of a housing unit cannot be built, one is the smallest number of units entered (i.e. if an entry was 1 M/AM, a one would be entered in each column). If a number larger than one has a fraction, the number entered in each column is rounded either up or down, depending on the size of the fraction.
