Abstract:
Priority Conservation Areas are designated to accelerate protection of key natural lands in the San Francisco Bay Region through purchase or conservation easements. While initially adopted as part of the Association of Bay Area Governments' FOCUS Program, Priority Conservation Areas have become part of Plan Bay Area, the regional plan that grew out of the California Sustainable Communities and Climate Protection Act of 2008 (CA SB 375, Steinberg). Priority Conservation Areas were nominated by local jurisdictions and non-profit conservation groups as areas of importance for conservation to retain and enhance the natural environment that is key to the quality of life enjoyed by the region's residents and visitors and the region's ecological diversity.

Through the Priority Conservation Areas, conservation will be promoted by:
  • Coordinating conservation efforts within a regional framework of near-term priorities
  • Providing a strong platform on which to leverage public and private resources
  • Building upon prior and existing land protection efforts and investments
  • Providing opportunities for forging new partnerships

When available, shapefiles forwarded by PCA leads were directly incorporated into this feature set. If a shapefile was not available, map images submitted by the PCA lead were georeferenced and the boundary digitized for use in this feature set.

Purpose:
Priority Conservation Areas (PCAs) are areas of regional significance that have community support and an urgent need for protection. These areas provide important agricultural, natural resource, historical, scenic, cultural, recreational, and/or ecological values and ecosystem functions. This feature set is current as of January 2017.

**Important** This is the first official release of a polygon feature set of PCAs by the Association of Bay Area Governments. Prior to this release all adopted PCA feature sets were point features. Draft, polygon versions were made available to the public at different times during the beginning stages of the planning process, but were never adopted, or used for analysis, by ABAG. It was discovered in early 2015 that a third-party was redistributing one of the unadopted, draft feature sets as an official designation of Priority Conservation Areas. Any PCA polygon feature sets created prior to January 2016 represent unadopted, and potentially incomplete, feature sets and should be discarded.

When the program was opened in late-2014 for new submissions and modifications to existing PCAs the decision was made to develop a polygon feature set to represent PCAs moving forward.

May 2016 - The East Bay Regional Parks District's Bethany Reservoir Area Priority Conservation Area was split along the Alameda-Contra Costa County border and given a new key to reflect its multi-county status.

Boundary updates, provided by nominating agency, were completed for Oakland's Oakland Natural Landscapes and Temescal Creek/North Oakland Priority Conservation Areas and Save-the-Redwoods League's San Francisco Watershed Lands to Wilder Ranch State Park Priority Conservation Area.

July 2016 - The jurisdictions of Calistoga and Saint Helena were erased from Save-the-Redwoods League's Bothe-Napa Valley State Park to Sugarloaf Ridge State Park Priority Conservation Area (PCA) using current city limits. The jurisdiction areas were removed from the PCA because the initial boundary inadvertently included the entire urban area of each jurisdiction when the intent had been to conserve all areas immediately outside the city limits of each jurisdiction.

The existing boundaries of the Napa County Agricultural Lands and Watershed PCAs were also updated.
